Performance MonitoringThe Performance Monitoring Framework will comprise four elements:
I. RSP Priorities Monitoring These are indicators that will specifically measure the output and impact of the RSP Priorities and Sub Priorities, as set out in the Statement of Priorities. Substantially these will comprise quantitative indicators, however, some qualitative indicators may be used as appropriate. The precise indicators need to be linked to the action plan, which is still under development. II. ESF Indicators The Framework will include indicators that will allow the RSP to measure the outcomes and impact of the use of ESF Frameworks in the region. These will be defined once the ESF Frameworks are agreed and the data will be collected by GOSW. III. Partner Indicators These indicators will allow the RSP to assess performance and contribution of the key agencies in the region. This will include PSA targets and specific priorities set out in the regional actions plans etc of the partners. A meeting of the data pooling group agreed a process by which partners would define their indicators. Access to, availability and timing of data will be agreed with partners. IV. Other strategic Indicators These will be a range of other indicators which are not covered above but which are important in enabling the partnership to assess the overall performance of the labour market. Many of these indicators are included within the Healthy Labour Market Review, which has just been completed for 2007. Others may include issues identified within the Gap analysis. Reporting The availability and frequency of data will determine the frequency and timing of reporting to the Board. For instance, data for some indicators will be updated quarterly, whilst for others data may be updated annually. SLIM will develop a reporting timetable to underpin Performance Monitoring Framework, showing which indicators will be subject to reporting at each planned Board Meeting. |
